ORMOC CITY, Jan. 17 (PNA) -- The Department of Public Works and Highways 4th Leyte Engineering District (DPWH-4th LED) closed 2015 with an accomplishment rate of 96.12 percent for its 61 active projects for the year.
Only two projects, which are a footbridge in Naungan village and a flood control project in neighboring Albuera town were not completed last year, according to District Engineer Lino Francisco Gonzales.
The accomplishment rate was supposed to be 98 percent if not for the arrival of funds for the Tabgas River flood control project in Albuera on the first week of November 2015. The footbridge in Naungan, on the other hand, is targeted for completion before March 15, 2016.
Gonzales said that for 2016, more than PHP1 billion worth of projects will be implemented in Leyte’s 4th district. Of this amount, PHP525 million will be implemented by 4th Led and the rest by the regional office.

Meanwhile, 4th Led has 71 active school building projects worth PHP407 million, 38 of which have been completed and 32 ongoing. These projects are set to be completed by the opening of school year 2016-17 except for a four-storey building at New Ormoc National High School which has yet to begin construction. (PNA)

Ormoc Tzu Chi village to build additional facilities

ORMOC CITY, Leyte, Jan. 5 (PNA) -- Tzu Chi foundation has realized the need of providing easier access to early education as well as adding government basic facilities for beneficiaries, having seen the rising population of Tzu Chi housing village residents at the Codilla Land.
Engr. Violeta Codilla, foundation member, disclosed this progress during the recent third moving-in ceremony for 100 families, who were informal settlers coming from coastal areas and transitional shelters.
Codilla said that essential facilities, like day care and three-in-one (health, social and police) centers are to be built in the village within the year. In this way, the mothers may find ways of helping their husbands earn a living but keeping their young learners close to them.
The new occupants that recently transferred to the housing village received goods and supplies from the foundation led by Alfred Li, chief executive officer (CEO) as they were welcomed by the old dwellers in a simple ceremony.
This brought to 949 the families who have transferred to the multi-million worth of donation from Tzu Chi foundation of Taiwan comprising site development and installation of basic facilities – water, electricity and drainage canals.
Presently, the lacking housing units are assembled by the beneficiaries who were employed in a cash-for-work scheme to complete the 2,000 units the foundation pledged to Ormoc.
While site improvement works and completion of housing units are ongoing, beneficiaries are gradually moved to occupy the completed ones.
“Now I found the idea of Master Cheng Yen very effective. You see, while few inhabitants have transferred, they do the maintenance cleaning of the area while assembling the remaining units,” Li narrated.
Some village dwellers have put up small community store, barber shop, beauty products outlet, among others that delighted the donors.

Tzu Chi has been grateful to the lot donors - couple Mayor Edward and wife, Violeta for the partnership in providing decent shelter to the city’s informal settlers that lost their houses during the onslaught of super typhoon Yolanda two years ago. (PNA)

City council okays Ormoc’s Php 1.09-B budget

ORMOC CITY, Leyte, Jan. 2 (PNA) – This city will have a budget of PhP1.09 billion this year, following the approval of the 2016 budget ordinance of the city council.
The billion-peso budget for 2016 will come from the Internal Revenue Allotment (Php 806.2 million) and local sources (Php291.7 million).
Maintenance and other operating expenses get the biggest chunk of the budget (42 percent) followed by personnel services (34 percent), non-office expenditures (19.6 percent) and capital outlay (4.4 percent).
Ormoc’s budget for 2016 is anchored on the prioritized needs of the city as embodied in the Annual Investment Plan. It contains the identified programs, projects and activities in social services, health, education as well as business, tourism and infrastructure development.
The city council on Dec. 26, 2015 passed on third and final reading, an ordinance approving the city government’s 2016 budget.
This development is significant considering the measure was approved without undergoing revisions from the opposition-dominated city council.
It took more than two months and 10 meetings to scrutinize details of the budget and the Committee on Finance and Appropriation led by opposition Councilor Mario Rodriguez did not find any questionable or suspicious entry that may warrant any changes.
Lawyer Benjamin Pongos, another opposition councilor, commended the Executive Department for submitting a clean budget.
“I would like to take this occasion to congratulate the concerned officers for this budget because apparently this is a very good budget because there are no changes that have been made by this august body,” he said.
“Not a single peso has been omitted or added. After so many weeks of going through [it], the budget indeed deserves to be passed…and for that excellent work, we would like to…congratulate the budget officer of the city,” Pongos added, referring to Sabrina Duero.(PNA)

Ormoc kicks off second round of shelter aid distribution

ORMOC City, Leyte, Dec. 28 (PNA) – The City Treasurer’s Office resumed this week the second release of the Emergency Shelter Assistance (ESA) after receiving the funds from the Department of Social Welfare and Development (DSWD).
DSWD Regional Director Nestor Ramos personally handed over last Dec. 22 the check worth PHP414.08 million to city treasurer Delia Vilbar for distribution to at least 28,984 families under the category “totally damaged” homes.
Each family is entitled to receive PHP15,000 representing half of the assistance. The local government completed the distribution of the first tranche on October.
Mayor Edward C. Codilla would have wanted to conclude the ESA distribution before Christmas, but because of the long holidays, only beneficiaries from 18 villages will be given their share.
City Administrator Francis Pepito is confident though that the distribution will be concluded before the election ban on Jan. 29, 2016.
It may be recalled that last June 1, DSWD downloaded to Ormoc PHP689,369,934.25 which turned out to be insufficient as the number of families rose from 40,673 to 52,325 with the accommodation of more names in the master list, thus reducing the amount received by the beneficiaries.
With the concurrence of the city council, it was decided that families whose houses were destroyed will receive PHP15,000 instead of PHP30,000, while those whose homes were damaged will get PHP10,000 instead of PHP15,000 on the premise that the remaining amounts will be requested from the national government thereafter.

The ESA is being released by the DSWD as part of the rehabilitation efforts to help super typhoon ‘Yolanda’ survivors rebuild their homes. (PNA)

Philippine Red Cross gives toys, shoes to Ormoc kids

ORMOC CITY, Leyte, Dec. 24 (PNA) - The Philippine Red Cross brought cheers to school children in this city by giving out shoes and toys.
The PRC has turned over 2,000 pairs of Korean brand Skono shoes to children of Ormoc City National High School on Tuesday.
It is a fitting Christmas gift to the students of Ormoc City who lost their shoes at the height of typhoon "Yolanda" last Nov. 8, 2013.
PRC chairman Richard Gordon said the shoes were donated by his friend, Joshua Cho.
He added that Patrick Pesengco, another friend, donated Lego toys. The donations coursed through the PRC is a testament of how donors entrusted the biggest humanitarian organization in the country.
Earlier this year, Gordon also led the distribution of Lego toys and school bags in Tanauan, Leyte and other towns.
The giving of shoes and Lego toys is part of the continuing program of the PRC and its partners for the recovery and renewal of Ormoc City after the supertyphoon badly battered the city.
The sizes of the shoes were taken months ahead by the students themselves, before the actual gift-giving.

After the visit, Gordon proceeded to Catarman and Bobon towns of Northern Samar which were badly hit by typhoon Nona. (PNA)

Ormoc’s most wanted person falls

ORMOC CITY, Leyte, Dec. 23 (PNA) – While most people are on holiday mode, the City Public Safety Company (CPSC) of Ormoc City Police Office (OCPO) arrested on Tuesday evening the city’s most wanted, who was charged of murder.
Fugitive Gerald A. Villamor, 23, jobless and resident of Naungan village initially resisted when the cops nabbed him at his common law wife’s house in District 26. He was standing at the main door when the operatives arrived, leaving him no opportunity to escape.
Due to reports that Villamor is heavily armed, the cops used an “element of surprise” tactic, at the same time cautious since the suspect’s partner is seven-month pregnant, said team leader Chief Insp. Joel Camacho.
The operatives were equipped with arrest warrant issued by Presiding Judge Girlie M. Borrel-Yu of Regional Trial Court (RTC) Branch 35. No bail was recommended to Villamor, who was charged for killing a student in 2011.
City Director Senior Supt. Ferdinand Garay lauded his men for arresting the city’s top wanted that offered this as a “gift to the people of Ormoc.”
Once again, he thanked the support of the community that led to the arrest of the fugitive. (PNA)

Ormoc fixes sports facilities for Php10M, allots Php3M to host regional sports meet

ORMOC CITY, Leyte, Dec. 23 (PNA) - The city government here has begun construction works on the Php10.37 million sports facilities in preparation for Ormoc’s hosting of the Eastern Visayas Regional Athletic Association (Evraa) meet on Jan. 31 to Feb. 6, 2016.
Topping the list of projects is the rehabilitation of the grandstand which was severely damaged by super typhoon Yolanda at the cost of Php5.37 million.
The existing bleachers, a separate facility, will be improved for Php2.56 million. Both grandstand and bleachers are located at Ormoc City Central School.
On the other hand, bleachers will be constructed around the Olympic-size swimming pool at New Ormoc National High School at the cost of Php2,43 million.
The city government built the pool itself for Php21.9 million and was turned over to the Education Department early this year.
Meanwhile, the Local School Board chaired by Mayor Edward C. Codilla appropriated Php15 million for its priority projects in 2016. The amount will be taken from the 1 percent real property tax to be collected next year. Some Php3 million is allocated for expenses in hosting the regional sports meet.
In his speech at the opening of the City Division Athletic Meet last Sept. 24, regional sports coordinator Cesar Virunque said people of Ormocare are very lucky to have a generous and sports-oriented LGU for hosting the EVRAA during an election year.
“There is something different in Ormoc. Everytime we ask people in the region where they wanted to hold the EVRAA, many of [them] usually choose Ormoc as the host,” he said.
“This may be because of the ambiance of the place, considered as the gateway of the region from the west. Maybe because of the culture and values of the people here,” Virunque added. (PNA)

Ormoc gov’t orders suspension of operation of mall’s unsafe escalator

ORMOC CITY, Leyte, Dec. 21, (PNA) - Amid influx of shoppers this Yuletide season, the city building officials here ordered suspension of operation of a mall’s escalator on Saturday following an accident involving a 13-year-old girl.
City engineer Ranulfo Oliveros said they ordered Gaisano to stop the operation of its descending escalator from third to ground floor after finding out “obvious damages” for safety precautions.
It was ordered to undergo appropriate repairs and must secure certificate of operation from the local engineer’s office before it can be activated.
“The escalator of Gaisano Capital is already very unsafe and must undergo major repair,” said Mechanical Engineer Dixton Canezo, who inspected the equipment.
This happened days after Felix N. Codilla III, father of a 13-year old girl, lodged a complaint at the police against the shopping center for the management’s failure to properly respond to the accident recently.
Codilla said, at 7:13 p.m. of Dec. 15 while his wife Sheila and two kids were descending from third floor, the escalator made thumping mechanical noises. As they reached the ground floor, the child’s foot was caught at the escalator’s damaged comb protector.
Fortunately, the child, who was then in school uniform, able to quickly take off her foot from the shoe that was eaten by the machine. The shoe’s rear part was almost crushed.
The child wore flat school shoes that enabled her quickly slip off. Codilla dreaded the consequence had the child worn regular school shoes or rubber shoes that cannot be taken off easily.
What he complained more was what he said the apathy of the store personnel and security guards who merely looked and did not offer any help.
“My daughter was scared, shaking and crying but none of them asked if she was okay. My frantic wife was demanding for the manager but the sales clerks just told her to go to customer service. None of them moved to report the matter to the manager,” he said.
When Codilla arrived at the store at 7:30 p.m., he immediately seek the management’s help but still the manager failed to show up which prompted him to call for police assistance.
Cops from precinct 1 Sr. police officer Ruben Orsolino, investigator; and police officer Junar Caldoza, a member of the Quick Response Team arrived and arranged a conversation at the manager’s office.
Store manager Junrey Sacan admitted that the escalator wasn’t working well that day but he allowed it to run after applying remedial quick fix. He, however, denied knowledge on talks in his office that similar accidents happened before.
Codilla cited Gaisano’s lapses: first, the estimated 20-year-old escalator should have been decommissioned if the alleged accidents were true; second, the store doesn’t have a clinic and medical personnel; third, the employees and guards were untrained on dealing with accidents; fourth, GC doesn’t practice occupational safety on its workplace; and fifth is the long response time of the manager.
Codilla’s wife, Shiela for her part was afraid worse accidents might happen if the escalator continues operating.
Sacan asked apology and explained that the matter has been entrusted to their machineries’ contractor maintenance that sustains works to 26 store branches, adding he already reported the matter to the management in Cebu.
Their conversation ended with an assurance that vital repairs be made right away. The building officials inspected the equipment two days later and repairs were made the next day that Sacan does not have the idea how long it would take. (PNA)

Ormoc gets PHP11M for tourism development

ORMOC CITY, Leyte, Dec. 10 (PNA) -- The Department of Tourism has spent PhP11 million for tourism development in this city under the Grassroots Participatory Budgeting (GPB) in the past two years.
A business group reported that majority of these projects have been completed and only PHP3.6 million are ongoing in Lake Danao, mangrove areas, Kan-idon Cave, and Tongonan Geothermal Production Field.
Pocholo Franco, chairman of the board of Ormoc Chamber of Commerce and Industry, said all funds for the city have been spent for local tourism program.
Franco clarified that no funds from the unimplemented projects for Lake Danao were reverted back to the national treasury as documentary requirements are in the process of submission to the DOT.
Franco knows from where he speaks being a member of the Protected Areas Management Board (PAMB), the multi-sectoral policy making body that decides on all matters related to planning and resource protection of Lake Danao.
"As a member of PAMB, we are happy to hear that development is ongoing. To comply with the requirements, product development or equipment purchasing will be prioritized which is easier than capability building," Franco added.
Of the ongoing projects, the city government allocated PHP200,000 from the GPB funds to procure four standup kayaks measuring 10.6 feet with paddles worth PHP35,000 each and 24 life jackets worth PHP2,500 for Lake Danao.
Another PHP192,000 is allotted for the purchase of six kayaks (two-seater) with paddles worth PHP27,000 each and 12 life jackets worth PHP2,500 each for the mangrove areas in Naungan and San Juan.
Despite the good news that no GPB funds were reverted back to the DOT main office, Virgilio T. Felecerda, co-chairman of the Local Poverty Reduction Action Team (LPRAT) is frustrated at the slow pace by which all GPB projects are implemented.
Of the PHP38 million GPB funds for Ormoc last year for various programs, only 7.6 percent or PHP3 million have been implemented thus far.

The good news is that the Department of Interior and Local Government has formed a four-member Regional Project Management Team (RPMT) that would focus on unimplemented GPB projects. The RPMT will first be deployed in Ormoc, LPRAT regional coordinator Manolito Bolpa informed. (PNA)

No corruption in shelter aid distribution in Ormoc - city administrator

ORMOC CITY, Leyte, Nov. 30 PNA) – A city official here denied that there is corruption in the distribution of emergency shelter assistance (ESA) for typhoon victims in this city.
City administrator Francis Pepito confirmed that some groups are spreading rumors about anomalies in the ESA distribution to confuse the public especially that it’s already election season.
In this city, the most common allegation is that Mayor Edward C. Codilla is using the ESA funds to boost his campaign war chest, according to Pepito.
“That is malicious and nonsense. Only stupid people would say that. But those who use their brains know that is impossible and we know that to be true,” Pepito said, as he explained the processes the ESA funds had to go through.
“There is a long process and along the way, the mayor doesn’t get to touch any of the money. In the accounting procedure alone, the treasurer and most especially the auditor – all have strict requirements. Step-by-step, safety nets are put in place so that nothing is lost even the last centavo. So it’s impossible for local officials to make money out of it,” he explained.
Pepito doesn’t believe there is corruption both on the national and local levels as far as the ESA is concerned. “But we’re not dirty-minded. We know for a fact that it is not true. It is impossible to steal money from the ESA,” he concluded.
To recall, Ormoc was allocated Php689.36 million from the Comprehensive Rehabilitation Recovery Plan (CRRP) for ESA for 52,325 families. (PNA)

Ormoc water system undergoes continuous upgrade

ORMOC CITY, Leyte, Nov. 30 (PNA) -- Water supply in Ipil village is expected to improve with the development of a reservoir within the community.
Gervacio Germano, waterworks superintendent, said that they are just waiting for electric connection to operate the production well in the site, some four kilometres away from the city center.
The project will also improve water supply in neighboring Can-untog village. But before this could happen, the pipelines along the highway going to that village will have to be replaced, which will be done upon the delivery of materials in January next year.
Can-untog is a priority with the settlement of 500 families in bunkhouses there.
Meanwhile, Mayor Edward C. Codilla approved the construction of two spring boxes and a concrete collecting tank in Mabini village, 14 kilometers south of downtown.
The project, worth Php5 million, will address the dwindling water supply there as well as in adjacent areas.
Ormoc Waterworks and Sewerage System serves 19,000 registered consumers through its five pumping stations, the largest being the Ahag Filtration Gallery in Donghol village, 4.7 kilometers northeast from downtown.
