Catbalogan readies transport groups for modernization program

CATBALOGAN CITY, Samar, Oct. 08  – The city government here has been gathering local transport stakeholders in preparation for the implementation of public utility vehicle modernization program (PUVMP).
On Oct. 7, more than 600 pedicab drivers joined the Tricycle Congress (TRICON) 2018 organized by the city.
The one-day event was the second round of the congress with the first event held last week attended by at least 1,000 motorcycle drivers and operators.
The city government initiated the congress in support to the PUVMP of the Department of Transportation (DOTr).
“This envisions to cater and clarify concerns of the community toward them and them toward the government and the community. As well discuss the PUVMP that will be launched soon in Catbalogan,” Mayor Stephanie Uy-Tan said.
The PUVMP aims to make the country's public transportation system efficient and environment-friendly by 2020 in coordination with the Land Transportation Office (LTO) and the Land Transportation Franchising and Regulatory Board (LTFRB).
The gathering tackled road safety and security, peace and order, traffic management, transportation laws and policies, green transportation, among others.
Also discussed were: transition from fuel-based vehicles to renewable energy-sourced transportation like solar and electric; limitation of van transports; limitation of three-wheeled vehicles plying along national highways; and the initiative of the national government through the local governments to create a financing scheme for the modernization and transition to cleaner and more sustainable means of public transport.
“Because many families will be affected by this program of the national government, we need to prepare for this,” Uy-Tan added.
The city mayor added that preparation should start early to ensure that no families will be left hungry and suffer because of the program.
She said there is also a need to increase the fare of pedicabs and motorcabs in response to the present economic situation but drivers and operators must have discipline, courteous and provide a service that is just and safe.
Congress participants also availed free health services, live birth registration, marriage registration, haircut and massage, insurance, assessment and registration of licenses. (RTA/PNA)
