During Monday’s flag-raising ceremony, newly-installed PNP
Regional Director Chief Supt. Dionardo Carlos said policemen should always
think if their choices are right.
“When you perform your duty, you must check if you are doing it
right. You will never go wrong if you always do it right,” Carlos said.
As guide to perform their duty properly, policemen must have
decorum, be distinct, and have discipline.
“I want you to be in proper decorum when in public. Meaning you
have to present yourself in the right way and dress properly. Never forget to
smile in public to break the barrier,” Carlos added.
“You also need to be distinct to other policemen in the country,
but you have to be distinct in the right way. The kind of service you provide
to the people will make you distinct.”
The new police regional chief said he will always be outside of
his office to check on all police stations in the region “to feel what’s on the
ground.”
“I will stand firm to my decision to defend my policemen and to
correct mistakes every policemen or the police force will commit,” he added.
Carlos formally assumed on Monday the post as the acting regional
director of police regional office here, replacing Chief Supt. Mariel Magaway.
Police Director General Oscar Albayalde relieved Magaway and other
police officials in the region after 50 armed rebels overran the police station
of Lapinig, Northern Samar pre-dawn on Friday.
Also relieved were Northern Samar police provincial director
Senior Supt. Romeo Campomanes, 2nd Northern Samar Provincial Mobile Force
Company commander Chief Insp. Juan Byron, and the entire police force of
Lapinig town.
The directive surprised some local chief executives in the region,
including Regional Peace and Order Council and Samar Governor Sharee Ann
Tan-delos Santos.
“I hope the new chief of PNP in the region will stay longer for
the sustainability of our security plans. We know that every time we have new
director of PNP, they need to study first our security plan,” Tan said.
Tan also urged the new regional chef to be more tactical in his
approach and have deeper intelligence gathering to avoid a repeat of the raid.
Leyte Governor Leopoldo Dominico Petilla hopes the new director
will focus on the reduction of criminality in the province, particularly in
fighting illegal drugs.
“To some extent, this may affect our security measures, but we
always expect that the programs will continue especially on fighting crimes,”
Petilla said.
Prior to his new assignment, Carlos was appointed as Aviation
Security Group director early this year and chief of the PNP public information
