DPWH Southern Leyte gets nod to manage 5 mega projects

MAASIN CITY, Southern Leyte, Dec. 21 (PNA) -– Five major projects with huge funds will be carried out by the Department of Public Works and Highways (DPWH) Southern Leyte District Engineering Office (SLDEO) after the infrastructure agency’s main office allowed the field office to manage bigger projects.

Citing the SLDEO’s performance this year, Undersecretary Rafael C. Yabut approved the exemption of the district to Department Order No. 156 issued last year.

The directive limits the authority of a district engineering office to approve program of works and budget for the contract of projects with cost not exceeding PHP50 million. This is four times less than the PHP200 million limit for the regional office.

Yabut noted that SLDEO posted a 90.43 percent completion rate of 84 projects as of November 17, 2016.

“Per assessment and evaluation made by Procurement Service, the district engineering office processed 84 contract packages for eligibility and the corresponding contracts were awarded accordingly,” Yabut stated.

The DPWH main office is more optimistic that SLDEO is more capable of managing bigger projects next year considering that the latter will only implement 40 contract packages or 50 percent less than this year’s number of contracts.

These projects with approved special authority are PHP109.43 million slope protection along critical road sections in Sogod town, PHP100 million road opening and construction of bridges for San Ricardo-Liloan Circumferential Road, PHP179.95 million road widening and drainage system in various national road sections.

Also included are PHP115 million Boundary Southern Leyte-Maasin City-Macrohon road upgrading and PHP235.79 million road widening and drainage system in various national road sections in the province.

“I thank our central office and regional office for the trust and confidence. This is all because of the good performance of Southern Leyte,” said District Engineer Ma. Margarita C. Junia.

The district office got PHP1.74 billion allocation for infrastructure this year based on National Expenditure Program.

Junia attributed the good performance of the district to the strong coordination between the DPWH and the office of Southern Leyte Rep. Roger Mercado. The solon regularly inspects infrastructure projects in the district. (PNA)
