Catbalogan City officials tackle 3-year dev’t plans

CATBALOGAN CITY, Samar, Sept. 27 (PNA) -- The city government's key officials conevened here on Monday for the formulation of 2017 to 2019 Executive and Legislative Agenda (ELA) and Capacity Development (CapDev) Agenda.

The city interior and local government office facilitated the meeting joined by Mayor Stephany Uy-Tan and department and program heads, representing the executive branc; and Vice Mayor Art Sherwin Gabon and city councilors, representing the legislative branch.

ELA is a major development thrusts and priorities of both the executive and the legislative branches for the three0year term of office. It is mutually developed and agreed upon by the executive and legislative departments of the LGU in consultation with the various stakeholders.

CapDev, on the other hand, outlines the capacity development strategies, programs, and initiatives that need to be undertaken by local governments to address identified organizational competency gaps, indicated target groups, specified recommended approaches, required resources, and timeline.

The formulation of ELA and CapDev are both required by the Department of Interior and Local Government (DILG).

Bulk of the ELA is geared towards the expansion of the city's economic and climate proofing through the Sky City Mega Project as well as other major projects.

Other identified programs were separated into social protection, economic, institutional, infrastructure and environmental matters.

The Sky City Mega Project is 482-hectare project located in the south upland village of Socorro. This was designed to decongest the traffic problem and will served as the new business, residential, and government hub of Catbalogan.

“We believe we are on the right track as we step forward our development and further into a better community,” Uy-Tan said.

The city mayor thanked those who attended the workshop especially the department heads for showing their cooperation to the formulation of ELA that will serve as their lead in managing the city government for the next three years.

“Your support will ensure more support that the people of Catbalogan will benefit from this administration,” Uy-Tan added. (PNA)
