Minimum wage earners in Eastern Visayas likely to get hike next month

TACLOBAN CITY, April 3  -- Minimum wage earners in Eastern Visayas will likely receive a daily pay hike next month after the conduct of provincial consultations, the chairperson of the Regional Tripartite and Wages Board (RTWPB) in the region said on Tuesday.

“Based on consultations, the board is inclined to adjust wages, but we have no specific amount yet. The announcement is on May 1, but the new wage order will take effect within the first two weeks of May,” Joel Gonzales, RTWPB chairperson and regional director of the Department of Labor.
From March 14 to 22, the board held public consultations in Maasin City, Southern Leyte; Catarman, Northern Samar; Ormoc City, Leyte; Catbalogan City, Samar; and Borongan City, Eastern Samar.
The public hearing in this city next week will cap the five-province consultations.
Citing proposals gathered during consultations, Gonzales said both workers and employers agreed on PHP10 to PHP30 range of daily pay increase.
The consultation checked the economic conditions, adjustment of prices of basic goods and services, and impact of wage adjustment to both workers and business owners.
Since February, the wage body has been evaluating the impact of Tax Reform for Acceleration and Inclusion (TRAIN) law to workers in the private sector.
President Rodrigo Duterte on December 19, 2017 signed the TRAIN law, which imposes higher taxes on fuel, cars, coal, tobacco, mining, and some sugar-sweetened beverages.
The measure exempts those earning an annual taxable income of PHP250,000 and below from paying personal income tax.
The official believes that excise tax in petroleum products has raised the prices of basic goods and services.
The review is timely since the existing wage order turned one year last February 13. Under the law, a wage order could not be superseded by a new one within a year.
Wage Order No. 19 issued last year raised the daily pay of minimum wage earners in Eastern Visayas between PHP10 to PHP25. (SQM/PNA)

More cruise ships to visit Eastern Visayas islands

TACLOBAN CITY, April 3  -- Two more cruise ships will visit Eastern Visayas islands this year, the Department of Tourism (DOT) regional office here said Tuesday.

DOT Tourism Development Area Manager Rina Apostol said cruise ships Silver Sea Discoverer by Monaco-based Silversea Cruises and MS Bremen by German-based Hapag-Lloyd Cruises have included Eastern Visayas in their upcoming expeditions.
Silver Sea Discoverer that could carry up to 116 guests, would visit the island towns of Capul in Northern Samar and Limasawa in Southern Leyte on May 4 and May 8, respectively. The trip would focus on culinary tourism.
Capul and Limasawa are part of the 11 destinations in the Philippines, which will be toured by cruise passengers on their 13-day expedition in the country.
The ship will also make stops in Apo Reef, Sibuan Island, Donsol, Tica Island, Tagbilaran, Balicasag Island, Cagayan de Oro, Mambajao, Camiguin Island, and Sohoton Bay.
In October, MS Bremen with a capacity of 155 passengers will also visit the islands of Capul and Limasawa.
This is the second visit of MS Bremen in the region. The first was in 2013 in Kalanggaman Island in Palompon, Leyte.
“It is good that Eastern Visayas managed to show its world-class beaches. That is why we need to give a good impression because we have some of the best islands to offer,” said Apostol.
Passengers of these expedition cruise ships are those wanting to have authentic experience of the local culture, history, and livelihood activities.
Last March 28, the 215 passengers of French cruise ship L’Austral of Compagnie du Ponant visited Himukilan and Mahaba islands of Cuatro Islas in the southern part of Leyte province.
“Tour operators picked Himukilan and Mahaba because of the islands’ uniqueness being a small island with a community,” Apostol said.
L’Austral will return to Cuatro Islas on June 20. (RTA/PNA)

One of Eastern Visayas’ most wanted falls in Samar

CALBAYOG CITY, April 2  --  After more than two years of hiding, one of the region’s most wanted person involved in a massacre in Gandara, Samar was captured Sunday in this city by a task force formed to dismantle private armed groups.

By virtue of a warrant of arrest for the crime of murder, the raiding team led by Supt. Jose Junar Alamo, city chief of police, arrested Jerry Dealagdon and his companion Eson Diaz in the city’s Tinambacan district.
Both did not resist arrest, although they were in possession of high powered firearms.
“He is on the list of top 10 most wanted persons in Eastern Visayas. He was considered armed and dangerous by the police,” Alamo told PNA on Monday.
Although not officially identified as member of the notorious private armed group in Samar, the police have been hunting Dealagdon for his involvement in a massacre in Gandara town last October 2015.
The police official said members of Task Force Cagasmas were with them during the raid.
The Philippine National Police formed the task force to arrest all members of private armed groups beyond election-related killings in Samar province.
The task force, a group of army and police directed to disband private armies, has initially identified 132 private armies in Samar with concentrations in Calbayog City, Sta. Margarita, San Jorge, Gandara, and Matuginao towns.
The city police office here vowed to bring hundreds of other fugitives in the region to face justice.
Meanwhile, increased security measures have now been stepped up in the city ahead of village polls on May 14, 2018.
The augmentation of police force is expected to secure the city’s 157 villages.  (JB/PNA)

Major projects endorsed include the feasibility study and master plan, and construction of a flood control system of Tacloban City; feasibility study for Leyte’s Binahaan River flood control; storm surge protection: road heightening and tide embankment for Tacloban-Palo-Tanauan in Leyte, Luzon-Samar, Leyte-Surigao, Bohol-Leyte inter-island link bridges; and feasibility study on the proposed Janbatas bridge (the second San Juanico Bridge).

Uy said in a mobile phone interview that the endorsement by lawmakers from the six provinces will help ensure the prioritization of project for funding by concerned central offices of national government agencies.
“We really need these priority programs and projects considering that these are aligned with the priority thrusts espoused under the Philippine Development Plan 2017-2022 and the Eastern Visayas Regional Development Plan 2017-2022, both anchored on the 0 to 10 Point Socioeconomic Agenda of the Duterte administration,” Uy said.
The RDC’s advisory committee is composed of members of the House of Representatives, key council officials, and private sector representatives.
The committee is tasked to advice, assist and support the council in discharging its functions. The creation of the committee is provided under Executive Order No. 325, issued 1996, entitled "Reorganization of Regional Development Councils."

French cruise ship’s Leyte visit inspires locals

HINDANG, Leyte, April 2  -- The positive feedback of foreign tourists has inspired the local government here to step up conservation efforts of Cuatro Islas, promoted as one of the country’s destinations for cruise tourism.

Hindang town Mayor Betty Cabal said the 215 tourists on board French cruise ship L’Austral of Compagnie du Ponant noticed how locals maintain the cleanliness of the island even with frequent visits of tourists.
The ship made a stop on March 28 in Himukilan and Mahaba islands, known as the two of the four picturesque islands of Cuatro Islas.
The two islands were the point of entry of the cruise ship’s visit to the Philippines after Indonesia. The ship headed to Sibuyan Island and Palawan then concluded its country’s tour in Manila on March 31.
“Not a single trash was seen by tourist during their stay. This is a testament that the local government and the Department of Environment and Natural Resources (DENR) are on the right direction in teaching residents how to protect the environment,” Cabal said.
The more than 200 families in Himukilan island were taught on how to segregate solid waste and dispose the garbage at the Material Recovery Facility.
Cabal pointed out that although more tourists would mean more income, they have to be strict in environmental protection to keep the natural wonders of the island.
“Since this is a protected area, the local government cannot make any final decision when it comes to investments, but the Protected Area Management Board of the DENR. We, in the local government are firm in protecting the island’s natural beauty and its rich marine resources,” Cabal told the Philippine News Agency (PNA) on Monday.
Inopacan Mayor Silvestre Lumarda shared that with the visit of the foreign cruise ship in Mahaba Island has opened windows of opportunities in the island in terms of tourism.
“Even if we want development, we are bent on implementing strict policies to protect the island from destruction of over-crowding, unregulated building of structures, and waste disposal,” Lumarda said.
As suggested by the DENR, only 500 tourists are allowed to tour Cuatro Islas every day.
Department of Tourism Eastern Visayas tourism development area manager Rina Apostol said the visit of L’Austral in Himukilan and Mahaba is the first of the two visits in Eastern Visayas this year.
L’Austral is scheduled to return on June 20 and will be bringing another group of European tourists to the two islands.
According to tour handler Justin Friend, L’Austral is an expedition cruise ship that focuses on giving on-shore experiences to cruise passenger, allowing them to interact with locals and learn local traditions and culture.
“We want to give the true Filipino experiences. Most people see Manila, Boracay, Puerto Princesa and these areas could be a typical tourist spot anywhere in the world, but when you come here, you would know what people could say about the Philippines. It’s a genuine experience,” Friend explained.
In Himukilan, the cruise tourists landed at the white sandbar early morning. They headed to Himukilan Elementary School where they saw cultural presentations such as traditional dances, song and games.
During the tour, they witnessed how locals weave mats using indigenous materials, fishing net making, and motorboat building.
They also tasted local delicacies made of banana, sticky rice, local wine, fresh coconut juice.
After spending almost five hours in Himukilan, the tourist went back to the cruise ship and sailed to nearby Mahaba Island in the town of Inopacan.
Pristine sea water, a long stretch of white sand beach, limestone cliff and towering coconut trees welcomed them.
In the island, the tourist had a half-day of fun swimming at the beach, while others just lie on the white sand and enjoy the beauty of the sea.
Other were busy tasting delicacies of Inopacan town and buying souvenir items like native bags, mats and plate mats. The tourists left before sunset.
Prior to the visit, the tourism department held series of training to residents of Hindang and Inopacan towns on proper tourist handling, effected customer service and proper preparation on welcoming the tourist.
Prior to the cruise visit, Kalangaman Island in Palompon, Leyte; Limasawa, Southern Leyte; and Capul, Northern Samar were the first three destinations included in cruise tourism.
Cuatro Islas, composed of four islands, is surrounded by crystalline water that changes color from deep blue to turquoise green and is teeming with marine life.
The islands of Digyo, Mahaba and Apid belong to Inopacan town, while Himukilan Island is part of Hindang. In April 23, 2000, the DENR declared Cuatro Islas as Protected Seascape and Landscape. (RTA/PNA)
